I enclose a copy of a letter addressed to Major General Whitfield, the Governor of Hong Kong. Governor General Sir Richard Graves MacDonnell has had, as you will see from the Archives of the Consulate, more than one conversation with Mr Robertson on the subject to which it relates, and from a note I received the other day from yourself, I gather that he is anxious for your advice in the matter.
You will be good enough to place yourself in communication with the Colonial Secretary of Hong Kong, and be guided by his reply as to initiating any discussion of the question. Should the Governor General introduce it, you will undertake to represent his wishes to the Colonial Government. I believe the interests of the Colony would be best consulted by the establishment of a branch...
